The first phase of the Pop Blocks Development Plan, Splash Apartments brings new energy to Sandy Boulevard with mixed-income housing, significant public open space and adaptive reuse of the iconic Pepsi pavilion to create a thriving retail and restaurant hub.

Amenities for Living and Working

Shared gathering spaces—including a south-facing outdoor lounge, upper floor club room and rooftop with kitchen and fireplace—create opportunities for community connection with views of Mt. Hood and downtown Portland. Four purpose-built areas for co-working accommodate a range of modern, hybrid work.

A Vibrant, Walkable District

With thoughtful ground-level design on all sides, this project centers the pedestrian experience. Art integration, water features and ample seating enhance the public plaza as a gathering place and community asset. The plaza improves circulation for pedestrians and cyclists, with ready access to the future Sandy Boulevard streetcar expansion.
